Although online learning has become increasingly prevalent in higher education in recent years, a unified framework and validated instruments for evaluating the quality of online courses remain insufficient in Mongolia. This study aimed to develop a rubric for assessing online course quality within the context of Mongolian higher education and to examine its reliability. In the first phase, 11 internationally recognized instruments for evaluating online learning were compared through document analysis to identify their common criteria, theoretical foundations, and structural characteristics. Based on these findings, a rubric comprising 6 criteria and 24 indicators was developed, grounded in the theories of Constructive Alignment, Community of Inquiry, and Universal Design for Learning. In the second phase, the rubric was piloted using 16 online courses offered by Mongolian universities. Internal consistency was assessed using Cronbach’s alpha (α), while inter-rater reliability was estimated using the intraclass correlation coefficient (ICC). The results indicated high internal consistency (α = .956) and strong inter-rater reliability (average ICC(2,2) = .880, 95% CI [.773, .950], p < .001), demonstrating that the rubric can reliably evaluate online courses within the Mongolian higher education context. The findings provide an initial theoretically grounded rubric for evaluating online course quality in Mongolian universities. However, further validation using larger samples and more comprehensive validity analyses is recommended.
