Abstract

Learning outcomes are a core concept that represent the key indicators of educational quality, reflecting the alignment between learning objectives, content, methodology, and assessment. This study aims to identify the significance and applicability of learning outcomes assessment as a tool for evaluating the quality of teaching and learning. The research employed the evaluation methodology of Peregrine Academic Services, an international external assessment organization that measures learning outcomes across academic programs.
The study analyzed the correlation between input and output indicators of instruction based on three academic years of data from a single type of course, conducting an experimental analysis to derive recommendations for improving teaching quality. The findings demonstrate that evaluating the interrelation between course inputs and outputs provides an effective, evidence-based approach to measuring educational quality. This approach enables a more objective assessment of teaching design, instructional methods, and course implementation, while also revealing the coherence between program objectives and actual outcomes. Furthermore, by comprehensively assessing students’ engagement, progress, and performance levels, this method supports systematic improvement of the teaching–learning process and promotes the continuous enhancement of quality assurance in higher education.
